For basically the entire history of the church, if someone murdered a relative of yours and they repented and asked for forgiveness you were supposed to forgive them in your heart, before they were executed for their crime. The forgiveness was personal but the state was expected to actually bring the wrongdoer to a swift end. Without justice than forgiveness is weakness
