Islamic Relief USA (IRUSA) is the USA branch to Islamic Relief Worldwide (IRW). IRW gets most of its income from UN, but also donations from the country-specific branches. Of the donors and members combined, IRUSA is the biggest single source for IRW, followed by the UN.

Which is to say - IRUSA is a money-funnelling operation for Islamic Relief Worldwide. IRW was co-founded by Essam El-Haddad, who was a senior advisor for foreign relations for the Egyptian Muslim Brotherhood. Hany El-Banna is another founder, reported to be involved with Muslim

Now it is important to understand that Anwar A. Khan has been co-founder and President of Islamic Relief USA (IRUSA) for nearly its entire tenure from its founding in 1994 up until 2024.

The State Department severed its relationship with Islamic Relief after the anti-Semitism of its leaders were exposed in social media posts. One trustee praised Hamas as “great men” who “responded to the divine and holy call of the Muslim brotherhood."

But what were those Islamic Relief have ties to the State Department in the first place? Well, for one thing, Anwar Khan sat on Advisory Committee on Voluntary Foreign Aid (ACVFA) - the advisory board which has strong input on where USAID dollars go.

Islamic Relief and the State Department have a long history of working together. They have partnered on projects and fundraising efforts together.

Islamic Relief is a member of the Combined Federal Campaign, which is the fedgov workplace giving service. CFC gets up to 167 million dollars in donations from federal employees *per year*, and IRUSA is one of those beneficiaries.

Not only did Anwar Khan sit on the advisory board for USAID dollars, he also sat on the State Department’s Religion and Foreign Policy Working Group.

The UAE designed Islamic Relief Worldwide as a terrorist group for its MB links. The Netherlands also cut off funding for the same reason.

IRW is one of the NGOs working with UNRWA performing direct assistance in Gaza.

Interestingly, IRW has contributed *TO* UNRWA (not the other way around as you'd assume). This despite being a receipient of United Nations dollars. They collaborate with the UN in a variety of ways including UNICEF and UNDP.

CONCLUSION: Islamic Relief is not a fringe actor. Its U.S. arm (IRUSA) has sat on federal advisory boards at USAID and the State Department, and is the recipient of CFC funds through federal workplace giving. Its global parent (IRW) has been: • Founded by Muslim Brotherhood
