2. This is a unilateral, one-sided plan, that is delivered as an ultimatum. Therefore it would effectively justify the continuation and completion of the genocide. Either because Hamas will be cornered to reject it or because Israel will violate it.

3. Israel has a track record of violating agreements (no withdrawal from Lebanon after Nov 2024 agreement; violating cease fire agreement in March 2025; no lifting of blockade despite release of a hostage in May 2025).

4. It will be easier to violate cease fire this time because the Trump-Netanyahu plan is essentially a "plan to have a plan", because it does not impose a clear timeline and deadlines on Israel (see, e.g. #16 "will be agreed upon").

5. Lawless plan: Noticeable also in the plan is the complete absence of international law and human rights. In fact the plan envisions an unlawful annexation of a “security buffer zone”, which is a substantial chunk from Gaza Strip.

6. Moreover, unlimited humanitarian aid cannot be conditioned on the existence of a cease fire. It is a legal obligation on Israel both because it is part of the @CIJ_ICJ orders since Jan 2024, and because it is a war crime to use starvation as a method of warfare.

7. The plan also calls itself a peace plan and thereby effectively seeks to undermine the momentum for imposing sanctions and arms embargo on a pariah Israel, even though accountability for crimes wasn't achieved & Israel still violates international court orders.

8. The Trump-Netanyahu plan also makes a complete mockery of recent western recognition of Palestinian statehood. It relegates Palestinian fundamental and inalienable rights to "aspirations". Ignores @CIJ_ICJ July 2024.

9. The plan entrenches the split between Gaza and West Bank, and thus further undermines the right of the Palestinian people to self-determination. The @CIJ_ICJ in July 2024 called it a single territorial unit.

10. The plan is doubly colonial in nature: both in its control of the Palestinians in Gaza (seeking to install a form of "trusteeship", alien rule) and because it imposes additional conditions on the Palestinian Authority by envisioning a “reformed PA”.

11. The plan (#19) imposes conditions when "finally be in place for a credible pathway" to Palestinian statehood. But legally, as @CIJ_ICJ made clear in July 2024, the occupier cannot impose any conditions on the freedom of the occupied. Israel needs to terminate its occupation.

12. The plan decenters Palestinians (they are not part of decisions that impact their lives) & depoliticises them (they are subjects of technocratic governance, security, humanitarian aid, provision of services). They can be involved only in implementing & providing services.

13. The plan also depoliticises the question of Palestine when it proposes an "interfaith dialogue" to change Palestinian and Israeli "mindsets and narratives." As if the "conflict" is rooted in cultural misunderstanding, rather than grave violations of law by an occupier.

14. The plan envisions a "Trump economic development plan to rebuild and energise Gaza" (#10-11) - but the right to development of one's homeland to their benefit is part of Palestinian self-rule and self-determination, as @CIJ_ICJ clarified in July 2024.

15. The Trump economic development plan, like Blair's GITA plan, reeks of disaster capitalism: as happened in Iraq after the war: corporations an business men descend on a destroyed territory to make profit, that ordinary people will not benefit from.

15. The plan envisions an International Stabilisation Force in Gaza. This shows that it seeks to control Palestinians and secure Israeli security, despite being an occupier. There is no attention to Palestinians' security.

17. Indeed, despite @IntlCrimCourt arrest warrants against two Israeli leaders (war crimes and crimes against humanity) and despite @CIJ_ICJ case on genocide, there is no request for demilitarisation of Israel.

18. There is also no request to exclude fugitive Netanyahu or others from Israeli politics/ governance in Israel. Yet, there is a request to exclude Palestinian factions from direct or indirect governance (#13).

19. Gaza will be a deradicalised (#1) & PA reformed. This means relinquishing Palestinian identity & narrative. Netanyahu's comments mean also that Palestinians cannot wage "lawfare" (i.e. accuse Israel of violating the law, apartheid/ genocide, in courts) to defend their rights

20. To understand what Israel means by deradicalisation we only need to remember that Netanyahu accused the @IntlCrimCourt and @CIJ_ICJ several times of "pure anti-semitism" and "blood libels". Israel designated Palestinian human rights orgs as "terrorist".

21. The lopsided and biased nature of the plan is clear in lack of demand for deradicalisation of ruling elites in Israel, who have incited for genocide and supported the mass slaughter of civilians.

22. Gaza will "not pose a threat to its neighbours" (#1). But what about Israel's threat? It has attacked several countries in the region, in acts of aggression, and is occupying vast areas in Lebanon, Syria, and Palestine.

23. The Trump - Netanyahu plan is not a peace plan. It is a recipe for genocide and occupation and will lead to further conflict. It needs to be opposed by all states. States needs to discharge their legal obligations:
