@AndrewBylerPA @AaronBlake That districts should prioritize compactness and have limits on splitting communities of interest (municipalities, metropolitan areas, counties). For assessing partisan gerrymandering, some mathematical metric, like the efficiency gap, should be used.
@Ketrit_ @AaronBlake Metropolitan areas are neutrally undefinable because politicians define them. Compactness is in the eye of the beerholder. Efficiency gap is a nonsensical measure to favor Dems dreamed up by Sam Wang who is a hack. It awards extra seats to Dem cities because they vote together.
