Faiz Hameed, the ISI chief, and two other people came. The meeting was at a table — the Pakistani delegation sat on one side and the I.E. (Islamic Emirate) delegation on the other. 2/8

The talks were focused on deadlock in negotiations. In the evening, when the meeting broke up, Faiz asked to speak privately with Haji Mullah Sahib. I (Abdullah Azzam) was the third person who stayed with them as the interpreter. 3/8

Faiz rose from his seat and came over toward us and stood near Haji Mullah Sahib. He said: “We have completed running the barbed wire on Durand line, but in Bahramcha the Taliban are opposing it; about five hundred Mujahideen have gathered there, 4/8

they are shooting at our forces and are not allowing the wire to be put in place. Tell M. Yaqub (who at that time was the deputy for leadership on military matters) to instruct the mujahideen not to shoot so that a war does not break out.” 5/8

Mullah Sahib answered: “I am responsible for political affairs — why are you talking to you. What you describe is the responsibility of military officials, and they are answering you in their own language (i.e., by shooting).” 6/8

At that time the Islamic Emirate was at war with 45 countries, yet even over the laying of barbed wire the IEA was ready to started an enmity with another country — never mind accepting the Durand Line. 7/8
