Getting spicy from the start on todays @LimerickCouncil meeting with a statement from FF & FG saying the Mayor threw Director General Pat Daly under the bus among other things in a radio interview. A lot said, I'm sure it'll be in the press later. I can't cover everything here.

Proposing a motion of confidence in Pat Daly. More being said about staff leaving, saying councillors have also been thrown under the bus regarding Christmas. Saying the Mayor needs to take responsibility.

Unhappy Councillors aren't on DACs. A few other moves by the mayor they are not happy with. Two times the following question has been put to Mayor Moran. "Have you full confidence in Pat Daly his executive team and staff to run Limerick City and County Council?"

Cllr Leddin says Labour also supports motion of confidence in Dr. Pat Daly. Disappointed to hear comments by Mayor Moran. Has had issues with council staff in his time but basically says he shouldn't be airing dirty laundry in public.

Cllr O'Hanlon says he's worked with a lot of people in the council. Says there was always the highest amount of respect from management to the cllrs and vice versa. Says if a cllr attacked member of staff in the chamber, he would stand up and say it's unacceptable.

Cllr Teefy also supports motion on behalf of independants. Wants things to move forward from today.

Mayor Moran(sitting beside Pat Daly) speaking, says they haven't heard the full interview or that they have misinterpreted it and it's unfair. Says he has confidence in the staff but there are not the resources to deliver for Limerick.

Interuppted by a councillor(don't know who) and says he won't respond if it carries on. Says he tried to explain something remotely before he was muted because they didn't like what he was saying. Says staff have said they are underresourced and overworked.

Says Councillors have ridiculed him publicly many times but there was no concern for him or his family(someone mentioned it being unfair on the families of people involved earlier). Says he has enjoyed working with Pat Daly and wants to continue that.

Says while some people were happy with delivery by the council before his election. Not everyone has and he wants to deliver more. Says the staff need help to deliver more including his vision.

Says that a review of how things are going shouldn't be after 3 years as planned but 18 months which is coming up.

Says he had a conversation with minister to get 6 people assigned to housing but got 2. There were some complaints earlier about his meetings with ministers, I don't have background on that.

Cllr Sheahan says the way the mayor wants to do things is very mayor-centric. Also says his question about if Mayor Moran has confidence in Pat Daly, executive and staff.

Response from the mayor is he does have confidence in their ability but 5 times as many homes cannot be delivered with the same amount of staff. Says the council need to be open to change and they need to resource it. Not everyone in the council has the expertise needed.

Gives an example about getting a consultant to assist with understanding the governments budget. There were some criticisms earlier about consultants. Joe Leddin pushes back on bringing in external consultants again.

Cllr M Collins says before 2024 Limerick Council was the envy of the country. But since the mayor started it's been the opposite Asks the Mayor to take responsibility for staff leaving and taking sick leave.

Cllr Sheahan also criticises the Mayor for bringing in a consultant. Says he is trying to micromanage people. Says "this thing is a shit show". Says Moran needs to delegate and trust the staff. Says services should come first before focusing on other things.

Say they shouldn't be slating the government because that won't help them get anything extra. Also says that Limerick didn't get more from the last budget as they are seen as a misfunctioning organisation.

Cllr O'Hanlon says a lot of files on housing were sitting on his desk for weeks. Moran pushes back on this immediately that it is a scurrilous remark. Denies the accusation very strongly.

Says that anything that has taken time is because he needs to ask questions. Gives example of an order to swap a house valued at €400k for one of €200k.

Cllr Benson says there are 2 sides to the organisation. The mayor's office and the executive.

Pat Daly speaks, thanks people for the vote in him. Says its sad that it's at this stage. Says they are at the end of the beginning or the beginning of the end.

Says when people elected the Mayor they elected a unifying mayor not a unilateral mayor which it has occasionally been. Says the organisation isn't perfect but it's a good one and doesn't want to hear it criticised in public.

Says he will defend the staff and org if anything like this happens again. Says him and the mayor had a robust exchange in the last week. Asks the mayor for time and space to deliver. Says the mayor does share their ambition to make Limerick better

Cllr McSweeney commends Pat Daly and gives full support of staff. Says there have been robust discussions and debate between cllrs and staff but it has always been respectful.

Also criticises the time of mayoral orders on John Moran's desk. Says the mayor ran on housing but says he's just seeing delays. Says the mayor saying he is not holding things up is not truthful.

Criticises the Mayors comments on Radio of a "strategic HR" in the absence of a strategic plan. Says the mayor sent a letter a year ago on a corporate plan that still hasn't been presented. Says creating a budget and other things need this in place.

Cllr Teskey also criticises the radio interview. Says it was a sad day for the org. Says regarding the reset button the "fuse has blown" and "the cat has bolted" Says Pat Daly is a man of sincere honour who has unified the org and the way he was treated is saddening.

Cllr Teskey also echo's Sheahan's call of the org being a "shit show" and also excuses his language Says no one should go on radio "EVER" to criticise council staff in the way that the mayor did

Mayor Moran comments about struggles outlined to him by staff on the corporate plan. Says him and everyone were working together, that there were workshops. I assume that includes Cllrs. Says if something comes to his desk it may go back for legitimate questions.

Says he queried the amount of staff leaving and was told it was normal so is questioning why that has come up as a criticism of him. Mentions strategic HR and is interupted by McSweeney again criticising the lack of a strategic plan.
