This attack appears patently illegal.

1. A hospital may not be attacked unless 

a) it is being used, outside its humanitarian function, to commit acts harmful to the enemy

b) a warning is issued and unheeded

c) rules of distinction, precaution and proportionality are observed

2. Early reports indicate that Barhoum was undergoing medical treatment, not engaging in military activity, so the hospital's protection remained absolute.

It appears no warning was issued, so the attack appears illegal on that ground as well.

3. Barhoum appears to have been a civilian official not taking direct part in hostilities and therefore not a lawful target.

Moreover, it was likely feasible to attack him another time, and the expected harm to nearby civilians and medical equipment appears disproportionate.
